Records include Annual Reports, committee meeting minutes, Chairman's reports, notes, and photographs. Records also pertain to the establishment, inauguration, and management of the Tri-City Community Crime Prevention Services Centre, and the activities of police officer Eric Chan, who founded the program.

The fonds consists of records relating to Russell Hellard's volunteering initiatives in Coquitlam, including his participation in the Crime Prevention Committee, the Community Policing Committee, the Mundy Park Sub Committee, the Crime Prevention Society, the BC Summer Games, the Centennial Committee, Block Watch, Vandal Watch, Court Watch, among others. The fonds also includes personal and family records, including a collection of photographs from his service in Canada and Australia during the Second World War.
